I had the same kind of issue with 3Coms enterprise solution once. We had all kinds of specialists out to look at it but no one could figure it out. Not until someone spotted a lit PoE indication LED that weren't suppose to be lit. Even pulling the cable on the port made no difference, which told us something was wrong with the controller. We never did find out what though, 3Com had been sold to HP and the system we had was rendered obsolete. We ended up swapping the whole system out for a Cisco and everything has worked spotless for years after that.

But I agree, sometimes you don't get what you pay for even with Cisco. But all things considered I've been very satisfied with them.
