Traffic Shaper Limit

Dear experts

 

I did some traffic shaper pipes, Public with 4096Kbits, then I set queue for
public as 20 among three others queues (vip 100, dev 50, public 20, warning
1).

After that I did some bandwidth test with speed test and file download from
Lenovo.

 

Somehow the speed is only 2Mbps (half of the intended).

 

Is there something missing?
