Ancho de Banda

I have a question:

Can someone tell me how to control the bandwidth in Smoothwall Express 2.0?

I have various users in my LAN, but many of them are consuming too much bandwidth with file sharing programs (kazaa, emule, etc.).  I would like to be able to assign a specific bandwidth or block connections completely to these file sharing sites.

I appreciate any help you can give me.
