Yes, it is based on redhat, however it is extremely
stripped down and bears almost no resemblance to
redhat

Not sure if I understand your query properly, but I
will try to reply. Why would you need to create a new
user, there are two users, root & setup, which both
have root access anyway. They are not generally used
for day to day administration, that is the job of the
web interface.
