Well, if IPs are assigned by smoothie, then yes, they
are on green as DHCP only services green.

I wouldn't put it past SP2, it has done some strange
things on just about every computer I have seen it
installed on (including blocking a java download from
sun.com whilst claiming the site needed java)

Have you tried any other browser on the XP computer,
if not, try firefox from www.mozilla.org, if that
still doesn't work then I suspect XP may be at fault,
try booting from a linux bootable CD (Damn Small Linux
from http://www.damnsmalllinux.org/ approx 50mb,
Knoppix from www.knopper.net approx 700mb or puppy
linux from http://www.goosee.com/puppy/, approx 50mb,
I remember when it was able to fit on one floppy)
