weird ISP problem?

I'm getting a weird problem today which I suspect is ISP related. WEb pages 
load very slowly, many not at all (like ebay). 

I get lots of messages:

(snort_decoder) WARNING: Not IPv4 datagram!

in the snort logs. Several per second at times.

Luckily I have an emergency ISP number to dial in cases like this, and it's 
working fine, so I'm guessing it's not a smoothwall problem.

Anyone seen this before?
