"global" failover is generally used when we can be sure that an event could not be sent to a set of manager (we need to resend to every manager). Per manager failover is when a given send operation fail, but others succeeded (we need to resend to this specific manager). Note that you can have a global/per manager failover even if your sensor is configured to report to only one manager.
