yet another major push of stuff.
* lots of updates to the manual (thanks to Jeff Dell for pointing a number of
short comings out, thanks to Jen Harvey for providing a nifty "NOTE" box)
* a ton of doc updates
* a few new rules
* a TON of new references for rules. OSVDB & Bugtraq's databases were sucked,
parsed, pushed, pulled, pried, massaged, and raped to feed the inserting of
more references into rules.
