precompiled so_rules for arm

Following up on https://lists.snort.org/pipermail/snort-devel/2011-Septem
ber/008878.html, I've gotten snort compiled on my Raspberry PI 3,
downloaded the ruleset, but no "arm" platform exists for the precompiled
so_rules.

Please let me know what I need to do so that we can have these rules
available for those of us running snort on a PI or other arm-processored
appliance.
