You are missing the -- before with-hyperscan-libraries.

You bolded the help command ... did you try it?

$ ./configure_cmake.sh --help  2>&1 | grep open
    --with-openssl=DIR      openssl installation root directory

The --with-openssl-* flavors do not exist.
