Splunk is both free and not free, depending on how you plan on using it.
Splunk Enterprise licensing (non-free) is based on how much data splunk
ingests (processes) each day.  For the free version (you install enterprise
and then choose the 'free license' option after install), you can process
up to 500 MB of data each day (this corresponds to thousands of snort
alerts in json format per day).
With the free version, you lose a lot of advanced features of Splunk
(multi-tiered architecture, individual user logons, and the ability to
deploy tools to the systems that are collecting data), but for a small
install this shouldn't be too much of an issue.
