Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos has added and modified multiple rules in the file-other,
indicator-compromise, malware-cnc, policy-other, protocol-scada,
server-apache, server-iis and server-webapp rule sets to provide
coverage for emerging threats from these technologies.
