shardy found the bug this morning:

[10:19] <shardy> so if you strip off those leading zeroes you should
be fine

with that mod, some formatting tweaks, adding a nonzero to the real data
(so if the real data starts with zeroes it won't get stripped), and a
SHA256 for integrity checking, and we're good to go.  tests pass all
around with flying colors.

performance is looking great too: ElG encryption @ ~0.2s and decryption
@ ~1.0s

all code committed.  specs to be updated shortly
