cvs server is back up

and my local code base has been committed.  the code implementing the
sdk and common data structures are where they were before (i2p/code/core/java/src),
 and the current code for the java router is in i2p/code/router/java/src.
 obviously, the java router isn't ready for primetime, but thats where
things stand atm.
