I2P IM Application specification

I have read thecrypto's IM specification (see
http://www.thecrypto.org/i2pim.pdf), and found it a little imprecise. What is
meant by "I2PIM network"? As I see it, this is an IM application running over
the I2P network, but not a separate network. Does this mean the users
("presences") of the IM application who communicate with each other? Since not
all users will know about all the other users, maybe network is not the
appropriate term. Also, as currently written the specification allows two users
to have the same name and different Destinations.
