0.2.3 released

hey all,

I2P 0.2.3 is now out, and you need to do a full clean
install - its not backwards compatible in any way shape
or form, so please delete your old install (backing up
any destination private keys or changes to hosts.txt)

Lots of good stuff in there:
= kademlia based network db
= AES+SessionTag encryption of garlic routed messages,
  instead of ElGamal
= lots and lots of bugfixes and infrastructure updates
= includes a default hosts.txt and more i2ptunnel scripts
= relicensing from GPL to more open licenses (some is
  modified BSD [thanks TheCrypto!], some is Cryptix licensed,
  mihi's i2ptunnel and fetchseeds are both still GPL,
  and the rest is plain old public domain)
= updated router scripts to allow ./stopRouter.sh (thanks rourt!)
= world peace^Uerr... still working on that one.

To build from source, get ...tar.gz, run "ant installer",
then run "java -jar install.jar"
To install from the binary, just run "java -jar install.jar"

The squid and cvs servers are up right now, and other
eepsites / etc will be up as soon as they're upgraded
