These two things seem to have a tremendous potential.  It would move the
whole anonymous relay/router issue to an infrastructure level.  That should
certainly benfit IIP, especially in light of the recent fire that took down
a hunk of the dedicated relay servers.  An IP Mixnet would bring all of the
users into that relay 
pool.
