IIP 1.1 RC-3 Released today!

i really dont know what the problem was/is , but immediately after doing the
rc3 thing, the entire anon net  just exploded: constantly breaking connects,
 interminable delays in getting connected .. 
and it was not only my own system that was having these problems ..

to be sure, there were also general net troubles as well, but by far the
major problems were with the anon net.   I removed it and re-installed, with
no change.  
I tried reverting to rc2 but that process broke the code: the 'settings' box
filled itself with non-acceptable values in the 'Port' field ..values like
the hyphen: " - "  and  myultiple letter 'Y's and could only be shut down by
Task Manager (win2k)

Same problems occured on the linux box too, except for the 'settings ' 
issue.

Right now, the linux anon  (isproxy) has seemed to have settled down ..its
been up now for half hour  ...   These troubles have never happened before,
with rc2  ...
I'll let you know if it gets worse ..

Oh, btw , please dont announce to the entiere net that new code is avail at
the same time!  Its possible that just about every relay on the system was
updating at the same time ..that might explain what happened
