I think we can wait for 4.04.

1.9.17 has syslinux 3.86, .18/.19 will install with 4.03.
If we leave syslinux 4.03 out of the .18/.19 update package, anyone with 
problems installing .19 should be able to install .17 and upgrade using 
normal mechanisms.

If the compile problems are sorted, we can update syslinux to 4.04.
