Paid support for IP/MAC/User based bandwidth management

Hello,

*Question: 1*         I am using ipcop 1.4.0 with 100 users and having 2
MBPS bandwidth connected to the ipcop red interface other users are
connected on green, also using Advanced Proxy addon,  i would like to
restrict upload & downloaded speed of specific client based on ip / mac
address, if anybody know solution on this issue or if there is any
commercial module / support available for development of such feature i am
ready to donate please help !!!

* I know about advanced QoS, so don't suggest the same, as i expecting
something else.

*Question: 2*
                   I would like to know is there any option with advanced
proxy for User based bandwidth management or Time based user access control,
as most of the users are now using Thin-Clients which uses server ip
address, so bandwidth management cannot be done on the basis of MAC id or IP
address.


Requirement: i am ready to pay for support if anybody interested, for
developing GUI for fulfilling above possible requirements.
