I noticed that when I plug a Cellular USB device into my 3/4G Router running 
1.9.19, my logs show that the cdrom portion of udev beat it to to punch so 
it gives that as the reason it did not use the modeswitch rules. 

Do we really need udev cdrom support on a running IPCop system? I can't 
think of any reason why a usb cdrom would need to be auto mounted in 
/mnt/usb. There are rare instances where people have copied something from a 
cdrom to a running IPCop but they generally had a build in ide cdrom on the 
device of their choosing to run IPCop on.

I'll do further testing by elimination of the cdrom rules and see where I 
get.

As a side note, I just got a new T-Mobile USA Rocket 3 usb device. I get 
kernel messages telling me I am not getting the full potential out of it 
with usb 1.1 (built into Cobalts). I put a usb2 pci card in and connected. I 
never got over 9mbs in any case although the device says it is connected at 
42mbs which is the capability of the device. I got 1.5mbs as the best upload 
speed I could get so far. The lowest latency I have seen is well under

Hard to believe that we now are close to cellular data that is limited by 
usb 1.1. It's getting better.
