I often use Konqueror which gives me the choice of KDE's original KHTML or the QT port of Webkit and have seen this on IPCop from 1.4 to now. This is the case on Apple's Safari web browser as well as you would have probably guessed by now. There was a recent version of Internet Explorer that exhibited KHTML/Webkit behavior with IPCop's web gui but last time I tested I didn't see it. I hadn't looked to see if anyone ever filed a bug report. Quite a lot of people have to be affected by this.
