A list of URLs might be difficult to maintain, especially when 
hard-coded into general-functions.pl.
To me using wget and relying on the CGIs to 'do the right thing' seems 
enough. We do not have nor will have, a CGI that goes download file X 
and then execute Y.

A helper might be a good idea, but more to block simultaneous use (i.e. 
downloading the same file via 2 instances).
