for URL filtering there is option to 'customize' the error shown to the 
user when URL is blocked.
The admin can upload a custom image whch is then included in the error page.


How about we do this:
  - change to use PNG, until now we only use GIF and PNG images.
  - config option to include background image in error page (default=YES).
  - if the admin wishes to customize the background image, he can do so 
by putting custom-redirect-background.png into /home/httpd/html/images.
  - in redirect.cgi check for config option
     - if yes and /home/httpd/html/images/custom-redirect-background.png 
exist, use that.
     - if yes and custom-redirect-background.png does not exist, use 
'our own'.
     - if no, no background image.

PS: custom-redirect-background.png would need a comment in the manual.
