and having the initial distro contained in a single tarball.

Having a PMS gives the ability to:
1) Provide continues security patches.
2) Make selective upgrades .
3) Easier/faster get to current patch level from initial install

This is a risk which is always present. Any system can be misused
whether a PMS is available or not.
