Nice changes to rc.flash.up as well.

Looks like we're ready for next weekend's time change. I'm not sure how 
many are affected in any case. There seems to be quite a few still using 
1.4.21 including a few Raqcop users. That should change with 2.1.0. 
Holdouts for urlfilter they seem to be.
