If you dislike Cisco's patent-burdened, then the most common open
source alternative is OpenBSD's CARP:

which has a Linux user space implementation called ucarp:

There is also the Linux Heartbeat from the Linux-HA project, which
can be run over serial or UDP to check if another system is OK:

It's often used with the Linux Virtual Server (high availability
not virtualised machines) to provide load balancing and failover:

These projects would not be a finished solution for IPCop and will
take some work to build and integrate them. To build these project
from source you will first need to get and build the IPCop source:

It's been many years since I've used them, but from memory ucarp
is probably the easiest to setup but it does not have "out of band"
(eg non-network) communication.

If you need a quick solution then the OpenBSD based Pfsense firewall
has inbuilt CARP with pfsync rules sync:
