The best way for consideration is to submit what you have as a feature 
request ON THE SITE (yes, that ipcop.org one you should be familiar with 
by now) with any working patches you have. Then you will get a yes or no 
answer from the developers. Endian, a fork from IPCop that is now mature 
in it's own right, supports Virtualization out of the box but they too 
warn you against it.
