SVN 7213 - Logging Server Stopped in UI

After installing svn 7213 the Logging server is STOPPED in the UI.  And it
stays stopped in the UI until a reboot.  *Logs* > *Firewall Logs* has data
for day 1 (date of install).  But is blank for day 2 and day 3 after the
install.  *Logs* > *System Logs* > all *Sections* have data for day 1 and
are blank for day 2 and day 3.

Rebooting IPCop seems to get the logging server running and most
*Sections*in day 2 and day 3 have data in the UI.
