Ipcop won't connect after power failure

I am running a pretty vanilla ipcop version 2.1.9. It has all 4 interfaces configured, but only currently has green and red connected. Red is connected to a Verizon WiFi router, so it is providing DHCP. If there is a power failure, it doesn't restore the connection. It does configure the red interface to have an IP address and be up, but it doesn't route packets, and the GUI indicates that the connection is Idle. After reboot, On the webpage, System->Home, it says Connecting, then Idle. I can then hit Connect, but it does nothing, just stays at Idle. But if I hit Disconnect, then Connect, everything works fine.
