I solved this problem, here's how for future reference.

I enabled SSH access and connected via SSH.
In the /var/patches folder, I found a ipcop-2.1.6-update.i486.tgz.gpg
file with a size of 0 bytes.
Deleting this file and then letting IPCop download it again didn't 
work: it reappeared with as a 0-byte file again.  No idea why IPCop was
failing to download the update.
What did work was deleting the file and then doing a manual upload of
the patch.
