/etc/rc.d/rc.updatered does call /etc/rc.d/rc.dnsmasq so you could try just 
running:

/etc/rc.d/rc.dnsmasq restart

would also load the hosts.ext file into memory.


user@host:~$ ping doubleclick.net
PING doubleclick.net (127.0.0.1) 56(84) bytes of data.

works for me :)
