IPcop red access

Hi, any comments for this issue is highly appreciated. among 3 ipcop in different location, just one cannot be accessed through red. all 3 have same setups with static ip on red and the IPsec is running in between successfully. ping responds at IPsec connection and also on red from outside. but one of three does not let me access to the admin page from red or ipsec. i can run the admin page just in local network of that machine. i have checked the firewall setting page. https and ssh are active for Red-IPsec like the other two. please let me have your recommendations.
