Blue -> Green traffic is blocked by default
Green -> Blue traffic is blocked by default
the only default rules are Green -> Red or Blue -> Red

if you are on Green & want to communicate to a host on Blue, you need a 
Green -> Blue rule.

you might want to set up a rule which allows ping (ICMP) Green -> Blue 
and play with that, you can lock it down to a particular host (IP or 
MAC) on Green or a particular host on Blue, whichever makes more sense.
When you've got that working right, then try with your HTTP rule, 
there's always a chance that the Proxy (depending on how your Proxy & 
your browser are set up) is intercepting your traffic & sending it to 
the interwebs instead.
