I can't speak to which one is default, but I will +1 for being able to admin my WAP on blue from green without any "special" rules. As for the table, I think it's trying to explain the different operating modes based on the "policy" in place. So, to answer your question, no, it's not all three. Back to solving the problem for the OP: A few thoughts on things to check: What kind of AP are you using? You mention "hub", well, in my view hub != Wireless Access Point. What you might have is a combination Router / Switch / Wireless Access Point. (Think Linksys WRT54G or similar) These units require a little extra TLC to be used strictly as a WAP. If you've plugged it in such that you're double NATing your Blue network, then that would certainly interfere with the management of said device from Green as from its perspective you're trying to manage it from the public side of the router. Does the WAP have an ACL? IE: Do you have to specifically allow management from off-subnet management on the access point? Can you access other devices on blue from green? Maybe a wireless printer or similar?
