on the proxy page you can limit ALL users to a particular amount *through the proxy* (Download Throttling) this is not what you asked for, but may meet the need, I'm guessing you're trying to stop one person using all the bandwidth & stopping everyone else. Of course any traffic which doesn't go through the proxy will bypass that, but it's often http traffic which you're bothered about, and that does. If you force https traffic though the proxy as well (you might need a wpad.dat file), then you ought to be able to catch youtube traffic too.
