maybe try the trace route command?

That should give you a list of networks between you and [whoever] and
the times (3 attempts) to each network.  Watch for a big jump in times
somewhere along the route., then temporarily swap out ipcop and try it
again, back and forth a couple of times...  See if the IPCop box is
one of those large delay times increases.    I'm sure a bit of
googling will explain tracert and some of how to use and interpret it.

eg: if I traceroute google.ca I see that my in home router (hitronhub)
is taking an average of 15-18 ms to route my packets.  I also notice
that my wireless in the house sometimes is a major delay (that 111 ms
to 172.16.1.1 on the second trace):  (I'm using windows 7. working at
a command prompt)  I would also tyr  ping to my router, and the next
system up the way running it continuously and checking where the pings
are getting long _ is it on your local wireless or at the ipcop.  (You
could open two command prompts and run them simultaneously and then
compare the time stamps of big lags.)  (Ping /t for windows, control-c
to break)
