After much jiggery pokery, I managed to get it to work.
Not sure what I did, but I believe the key is adding extra rules to 
allow eth0 access to internal ipcop.

ntp
domain
dhcp - source 0.0.0.0
proxy-int-1

This now means the kids can have different squidguard rules to the 
adults as they are on a separate network

Also need to allow ip traffic in the proxy config.

My eth0 AP is a raspberry pi, with ebtables so I can track download 
allowance and time. Just drop allow rules when time/allowance is up.
