IPCOP install looses USB keyboard connectivity before reaching language selection screen

Hello,

     I'm trying to install IPCOP on a ZOTAC ZBOX CI323.  I'm booting from a
USB drive using the 2.1.8 FDD image.  The keyboard works fine in the BIOS,
and I'm able to hit <enter> to start the installation.  I then repeatedly
press the CAPS LOCK key and observe the indicator light toggling on the
keyboard.  Right after the installation step "Loading instroot.img", the
keyboard's indicator light stops working.  When I arrive at the "Select
Language" screen, the keyboard doesn't work so I can't proceed.

     Here's what I've tried so far:

1) Confirm USB legacy is enabled in BIOS
2) Tried 3 differet keyboards
3) Tried 2 different USB flash drives
4) Updated to latest BIOS
5) Tried unpluging the keyboard after pressing enter to install, then plug
it back in at the language select screen.
6) Tried IPCOP 2.1.1 FDD installer, same result.
7) When I boot to windows using what's already on the SSD, the keyboard
works fine.

     Is there any other way to install IPCOP?  I hope someone can help!
