Another thought...

Check the page source code displayed in your browser window, to see if the
<meta> tag is being written to the screen correctly. There may be a simple
typo, perhaps the quotes aren't required?

PS Hope you kept a 'clean' copy of the traffic.cgi file which you can diff
against to create a patch, or revert to the original :)
