Is IPCop giving out a blue address (check logs) or is the client getting 
a blue address, slightly different things.
Also does client have a wifi network? Maybe it is successfully giving a 
blue address.
Or is your networking setup a bit wonky :-) ?
Do you have more than one dhcp server on the network?

I think we need more info and some logs to analyse, dhcpd is pretty rock 
solid.
