Ah, well, yes, 192.168.11.0 is the BLUE subnet (wlan) , 191.168.0.0 is GREEN (lan-1).

The clients are on the wired lan-1.  The one in the snippet is actually assigned a fixed  lease
on lan-1.    So, to me, it should *never* get assigned an address other than that. 

A "wrong" (BLUE) address has also been handed out to a much abused laptop, on its wired interface, same
simple hub/switch as the other box while installing and testing CentOS 7 and OpenSuse.   I've since changed that hub 
out, for other reasons and the issue continues.  As one might expect.

If you have some further enlightening words this may have effervesced, please feel free.  Otherwise, I will attempt to
follow up on your other points.
