The information clarified my understanding and guided my 
trouble-shooting efforts.  Complexities I am dealing with include: I 
have a domain "holgerdanske.com" with web, mail, DNS, etc., at a hosting 
provider, I have AT&T residential Internet service that includes a 
gateway with limited features, the IPCop machine is on the LAN side of 
the AT&T gateway, and I am using a static IP on the IPCop RED interface 
so that I can use OpenDNS and avoid AT&T DNS hijacking.  After several 
edit/ reboot/ test cycles through the AT&T gateway web control panel, 
the IPCop setup, the IPCop web control panel, and the various 
configuration files on the workstations, I decided to try implementing a 
sub-domain "tracy.holgerdanske.com" for the IPCop GREEN hosts.  This 
simplified and reduced the number of settings required, and DNS now 
appears to be working correctly for IPCop and GREEN hosts.
