Obviously that was just an example and not meant to be advice. It's a simplification of the impact of a complex regulatory regime. The ETSI regulation of 10mW/MHz spectral power results in different effective radiated power (ERP) limits for different modulation types in the same frequency band. Cheap antenna gains vary a lot, but a cheap 5/4 wave dipole gives 5dBi, so 15dBm power + 5dB antenna gain = 20dBm ERP if you happen to be 'here' where you're allowed 20dBm ERP at 2.4GHz using OFDM modulation (802.11g). Using CCK modulation (802.11b) you're allowed twice 15dBm, i.e. 18dBm (63mW); I erred on the side of caution in more than one way and you can very easily connect your laptop to a nearby AP with 15dBm ERP. But we're far enough off-topic without meandering into the long grass. I chose my metaphor carefully.
