sending raw ip packets without a builder function (request)

Hi all!

Is there any way (or function) to send raw ip packets by only specifying a 
payload pointer(to an ip header mostly) and payload len, similar like 
libnet_adv_write_link() but for ip layer and above?

i need this to send packets i know they are valid, but i don't know the MAC 
address of the gateway and i want the kernel to do this for me via raw 
socket.

mabe it is already too late but maybe this could be a new function for the 
1.1.2 patch.
