If I had to guess (and its only a guess since my primary involvement
with libnet is Win32) this is a leftover from the old and
incompatible 1.0.2 version of libnet. You can download the older
version and copy the header over and work on fixing/porting from
there.

I'm trying to compile libnet for Tru64 UNIX and it's failing during
the libnet_link_pf.c compile complaining that it can't find
../include/low_libnet.h.  Where can I find this file?  I've checked
both the stable 1.1.1 and the libnet-1.1.2-rc-07 release.  Thanks
