libnet and root privileges question

Dear All,

my question is for the libnet developers: is there any method to use your
library without root privileges? We are using libnet only to create
UDP/IPv6 headers. We are getting out the created headers from the context,
and writing them into a specialized file, so we don't use any sockets.

If you know any other library for the mentioned problem, please tell me.
