locking idle text consoles

Hello everybody,

I wonder if it's possible to lock out idle text consoles. The intended 
behaviour would be the same as a screensaver's in X Windows environment.

Unfortunately $TMOUT doesn't help here. First, it closes the session by 
logging out the user, second it counts screen updates as activity and 
last it could be easily circumvented by a user launching another shell.
