Status of Format Documentation

Hello

I will shortly publish my results in producing a _Java backend library 
to realize PasswordSafe files_ (read and write). In order to avoid 
compatibility errors, I'ld like to ask you for your support by naming me 
a complete set (or as complete as possible) of documents which detail 
the actual file format, including the latest changes. I'ld be grateful 
for a special reference to the somewhat unclear question whether text 
format has effecively changed to utf-8.
