The V3 format uses the same data structures for password records as  
previous
versions, i.e., one block containing the field type and length, followed by
the field's data. This is only reasonable. I don't know that you mean by
"clutter".

This is an implementation issue, and best left to the implementors.  
Personally, I
don't see any benefit to the design that you are suggesting over having a  
single
implementation that supported all prior versions of the database format.
